You can think about subcontracting scenario as well - with two material codes - one for filled bottles and one for empty bottle. Maintain the BOM for the filled bottle material with the empty bottle as component. You can send the empty bottles out (541 movement) and then receive filled bottles against the subcontract PO. Here, you can even track the stock of bottles at vendor side.
The only concern will be regarding the transfer posting of filled bottles to empty bottles once its empty. You can do the postings with 309 movement - material to material transfer.
If you dont want to proceed with subcontract scenario, then you may think about a service PO with required price.
