Essentially it is a table that gets created to hold the data being processed by the DTP. Normally you need it only to investigate issues or look at error records. Usually it is configured to be automatically deleted when the data load completes. However the note suggests that you delete it when the data packet is updated to the target.
You can find these settings by opening up the DTP, in one of the menus you have the temporary storage settings. I would suggest to entirely deactivate the temp. storage if you do not need it. The system anyway does not require temporary storage, it is only for the ease of people maintaining the system.
